In the meanwhile, try installing the Windows 7 64 bit driver in a different compatibility mode and check if that helps you to fix the issue.
The install copy the driver onto the machine and i restarted the computer. Kingsub satisfied are you with this response?

I then used it to sync my heart rate monitor with Polar Precision Performance Software. Thanks for marking this as the answer. However after the device was plugged in, the computer automatically searched Windows update and after a few minutes reported that the driver was successfully installed.
